Fort Simpson school suffers from 'institutionalized bullying': parent

District education authority accuses GNWT of suppressing its lawful authority while protecting institutions and individuals 'causing harm'

A letter from the Fort Simpson District Education Authority is calling for the removal of the principal of Liidlii Kue Elementary School after a parent wrote a lengthy letter accusing the schoolSA国际影视传媒檚 leadership of SA国际影视传媒渋nstitutionalized bullying.SA国际影视传媒

SA国际影视传媒 has obtained a four-page document containing multiple complaints from parents of school students. The document, described as a "call to action," sharply criticizes both Liidlii Kue Elementary School (LKES) principal Ben Adams and Dehcho superintendent Donna Miller-Fry. Out of respect for their privacy, SA国际影视传媒 has chosen not to name any of the parents.

According to the document, one motherSA国际影视传媒檚 neurodivergent child at LKES lacked proper support, was publicly humiliated and was physically chased through school hallways.

"Classroom concerns were met with indifference and a lack of professionalism," the document reads. 

It outlines broader issues in the local education system, citing plummeting attendance, cuts to essential supports, exclusion of home-schooled students and the quiet departure of Indigenous educators. There's mention of a former student assistant decrying a "toxic work environment." 

The document adds that the district education authority (DEA) has repeatedly invited Miller-Fry to meet, but she has not responded.

"When this leadership is challenged, they respond not with reflection or repair but with silence, denial and manipulation dressed as 'process.' This is not oversight. It is ethically bankrupt," the call to action reads. "This is institutionalized bullying."

The document argues that the school leadershipSA国际影视传媒檚 actions are retraumatizing Indigenous families and staff, even as some families are still healing from the impacts of residential schools.

"What we face at LKES is not a personnel dispute. It is the collapse of an educational system that has failed in its basic duty: to provide safe, inclusive and culturally-respectful schooling," it states.

Letter to the minister

SA国际影视传媒 has also obtained a separate document SA国际影视传媒 a letter sent to Education, Culture and Employment Minister Caitlin Cleveland that asks for protection and criticizes the GNWTSA国际影视传媒檚 response.

The author of the letter, Fort Simpson DEA chair Amy Fraser, states that since raising concerns about LKES leadership, she has become the target of what she considers a retaliatory harassment complaint allegedly instigated by Adams and Miller-Fry.

"To date, I have received no acknowledgement of protection from your office, the deputy minister or any other GNWT authority," the letter reads.

Fraser adds that she spoke with the GNWT-hired third-party investigator, who confirmed that an investigation is being conducted, but in response to a personal complaint by the principal SA国际影视传媒 not on behalf of the DEA.

"The same individuals who have caused harm are being empowered by the GNWT, while the DEA are not being granted equal protection," Fraser's letter reads. "The GNWT has chosen to protect institutions and individuals causing harm while suppressing an Indigenous-led governance bodySA国际影视传媒檚 lawful authority to speak up, seek safety and hold leadership accountable."

The letter also states that the GNWTSA国际影视传媒檚 inaction has caused psychological harm, damaged the DEASA国际影视传媒檚 reputation and eroded public confidence in the governmentSA国际影视传媒檚 ability to uphold its stated values of equity, reconciliation and safety.

SA国际影视传媒 contacted Miller-Fry for comment, but she said she couldnSA国际影视传媒檛 discuss personnel matters due to privacy and confidentiality regulations.

Cleveland's communications spokesperson, Chantelle Masson, confirmed that the minister is aware of the concerns.

"She has been engaging with partners in the education system in the Dehcho to hear and understand those concerns," said Masson.

SA国际影视传媒 attempted to contact Adams, but there was no response prior to press deadline.
