A long awaited plan to repair the Northwest Territories' flailing health care system has been released.

Officials announced the release of the seven-page Public Administrator's Work Plan shortly after 3 p.m. on May 16. The public administrator will oversee Northwest Territories Health and Social Services Authority (NTHSSA).

Florizone was appointed to a one-year term on Dec. 16, 2024. According to the report, so far he has reviewed key literature, including legislation around health care as well as the authorities audits and the issues and priorities of the regional wellness councils (RWCs). The report also notes Florizone has been speaking to members of the previous board, which was dismissed late last year.

Still in process are meetings with stakeholders, including all RWCs, Indigenous governments and employee representatives.

Following four main points, the plan aims to have a proposal on how to bring services closer to small communities by November of this year, establishing an employee acquisition plan by June. The plan also calls for a review of budgets and assessment of potential revenue sources, " including supporting the establishment of income assessment and fee collection structures, as applicable" by December. NNSL has reached out to the GNWT for clarification on what this would look like in practice.

Other goals, such as streamlining the medical travel process are ongoing. A public dashboard is expected to launch on June 1 to monitor the administrator's progress. An updated governance structure for the entire NTHSSA is being planned for mid 2026.
